Honor, Evidence, Impartial Discipline, and Cautious Appointment
Pay faithful labor, and do not let a leader become unreviewable
Let the elders who lead well be considered worthy of double honor, especially those who labor in word and teaching. Scripture is quoted for the worker's pay. Honor includes material support. It does not buy immunity. Do not admit a charge against an elder except on the evidence of two or three witnesses. Those who persist in sin are to be rebuked in the presence of all, so that the rest may stand in fear. The whole process is charged before God, Christ Jesus, and the elect angels: keep these rules without prejudging, doing nothing from partiality.
The witness rule protects against unsupported accusation. It does not require two eyewitnesses to the same private abuse, silence a lone complainant, forbid investigation, or override mandatory reporting and forensic evidence. Public rebuke is warning, not a mob, not doxxing, and not the exposure of victims. Do not lay hands hastily on anyone, and do not share in the sins of others. Some sins and some good works are obvious at once; others appear only later. The parenthetical word about a little wine for Timothy's stomach is ordinary care, not a sacrament of alcohol and not a replacement for medicine.
How this should shape us
Pay people who teach well, and still investigate them without favoritism. If someone reports harm, support them, obey the law, use independent review, and let time and evidence speak. Do not appoint quickly to fill a hole, and do not treat double honor as a shield.
