Read verses 20–23 with 43:12. Jacob instructed them to return the first money and carry new money; the steward's answer addresses both their ignorance and fear of accusation.
Why It Needs Context
The verse completes their defense by separating restitution from the new purchase. It does not identify the hidden agent or settle the meaning of the returned money.

Why these verses belong together: Fear of enslavement over the returned money leads to a doorway disclosure, followed by peace, acknowledgment of payment, a providential interpretation, and Simeon's release.
Verse 18. 18 And the men were afraid, because they were brought into Joseph’s house; and they said, Because of the money that was returned in our sacks at the first time are we brought in; that he may seek occasion against us, and fall upon us, and take us for bondmen, and our asses.
