Leviticus 27:9-13
Vowed animals become holy and substitutions bind both animals
A vowed clean animal is holy and cannot be swapped
If it is a beast of which men bring an offering, all that a person gives of such to the LORD is holy. He shall not alter it or change it, a good for a bad or a bad for a good. If he does change beast for beast, then both it and the exchange shall be holy.
An unclean animal is valued and may be redeemed with a fifth
If it is any unclean beast of which they do not offer a sacrifice, then he shall present the beast before the priest. The priest values it, whether good or bad; as the priest values it, so it shall be. If the owner will redeem it, he adds a fifth to the priest's estimation.
The substitution rule governs vowed animals. It is not a riddle about people, marriages, or manipulative religious pledges. Trying to game the vow binds the giver more tightly, not less.
How this should shape us
Keep a promise without shopping for a cheaper substitute after the fact. Do not use animal-vow mechanics to trap people, and do not treat a fifth added as a spiritual surcharge a leader may invent.
