Land Size Follows Count while Location Follows Lot
More people receive more land; the lot places the tribes
The LORD tells Moses that the land shall be divided for an inheritance according to the number of names. To many, more inheritance; to few, less. Every man's inheritance is according to those that were numbered of him. The land is to be divided by lot, according to the names of the tribes of their fathers. By lot shall the possession be divided between many and few.
Size tracks the count; location tracks the lot and the ancestral name. Population is a measuring rule, not a moral grade. The formula is for this allotment among tribes. It does not draw modern borders, license gambling away land, or settle who among women may hold a share; that fight is still ahead.
