Read alone, “A talebearer revealeth secrets: but he that is of a faithful…” could turn a compressed observation, warning, comparison, or command into a guarantee or complete policy. The full unit establishes: uses contrastive parallelism to place “He that is void of wisdom despiseth his neighbour” against “a man of understanding holdeth his peace”; by 11:15, it opens with “He that is surety for a stranger shall smart for it” and develops the line through “and he that hateth suretiship is sure”.
