Acts 20:25–20:31
The elders are charged to guard themselves and the flock
Overseers are told to watch themselves before they watch the flock
Paul says they will not see his face again. He testifies that he is clear of their blood because he did not shrink from declaring the whole counsel of God. They are to take heed to themselves and to all the flock, among whom the Holy Spirit has made them overseers, to shepherd the church of God obtained with his own blood. After his departure, fierce wolves will come, and from among the elders themselves men will arise speaking twisted things to draw away disciples. He reminds them of three years of night-and-day warning with tears.
Elder, overseer, and shepherd language overlaps here without settling later denominational office charts. The warning begins with the leaders' own lives and includes insiders, not only outside predators. People are a flock to be fed, not property.
